Provisional License

For persons under 18 years of age at the time of the road test, the Provisional License is Phase 2 of the GDL system. This license is valid for two years from the application date and has restrictions regarding nighttime driving and passenger limitations that do not apply to a full driver's license. Qualifications

To qualify for the Provision License:

  • Be at least 16 years of age
  • Complete the classroom and behind-the-wheel phases of driver education
  • Have held an instruction permit for six months with no convictions for moving or alcohol / controlled-substance violations
  • Submit a Supervised Driving Log or a driving log that shows you have completed at least 50 hours of supervised driving, 15 hours which are nighttime hours
  • Have passed a road test

Applicants under 18 years of age must have the application signed by a parent or guardian. Your Social Security Number is required on the application.
