Rachel has been a resident of Sherburne County since 1973 and resides on a farm in Livonia Township. She is a widow with three children and five grandchildren. Has enjoyed a career as teacher, school counselor and secondary principal. Presently an attorney in Zimmerman.

Rachel is a member of Volksmarchers and has a pilots license. Also enjoys reading mysteries and participates in many community organizations.

Rachel's Mission Statement:
To encourage a healthy environment for Sherburne County residents with the best tax management possible.

Landfill Legacy Grant:
Sherburne County Commissioner Rachel Leonard conceived and crafted the Landfill Legacy Grant Program.

  • Rewards communities that attempt to minimize landfill disposal from building/construction materials.
  • Grant amount for qualifying towns or townships is equal to their population multiplied by $100.
  • Each community has one opportunity to receive the grant.
  • Grant money comes from the solid waste fund.
